Jesse T. Zapata, Ph.D., has been at UTSA since 1976. He has held a number of administrative positions at the university in addition to being a full professor with tenure in the Department of Counseling. In 1994, he was appointed the first Associate Provost and then Vice Provost for the UTSA Downtown Campus. While serving as Vice Provost for the Downtown Campus, he also held the position as the first dean of the College of Public Policy from 2000-2007. In 2014, he assumed responsibility for the Office of Academic and Faculty Support in addition to his role overseeing the delivery of programs and services from academic, business, and student affairs at the Downtown Campus.

Zapata earned his doctorate in counseling psychology from Arizona State University, his master’s degree in counseling from Texas Tech University and his bachelor’s degree in government and history from the University of Texas at Austin. His research has focused primarily on the dynamics within Mexican American families and substance use among Mexican American youth.

Goals and Objectives for Representative Responsibilities

  • Faculty Hiring: Our goal is to monitor and enforce academic hiring procedures in support of the University's goal to recruit an outstanding and diverse faculty.
  • Faculty Appointments: Our goal is to oversee and safeguard the faculty appointment process.
  • Faculty Grievances: Our goal is to oversee the faculty grievance policy and to ensure its effective implementation.
